
On April 21, 2026, Chairman of the Standing Committee of the National People’s Congress (NPC) Zhao Leji met with Mozambican President Daniel Francisco Chapo in Beijing.
Zhao Leji stated that China and Mozambique enjoy a profound traditional friendship. This afternoon, President Xi Jinping will hold talks with Mr. President Daniel Francisco Chapo, jointly opening a new chapter in China-Mozambique relations. China is ready to work with Mozambique, under the guidance of the important consensus reached by the two heads of state, to carry forward the traditional friendship, deepen political mutual trust, expand mutually beneficial cooperation, enhance people-to-people and cultural exchanges, and fully implement the outcomes of the Beijing Summit of the Forum on China-Africa Cooperation (FOCAC); to strengthen exchanges and cooperation between legislative bodies, share experience in reform and development, rule of law construction and rural revitalization, and provide impetus for the development of their respective countries. Zhao Leji also briefed on the outline of the 15th Five-Year Plan.
Daniel Francisco Chapo stated that Mozambique firmly adheres to the one-China principle, actively supports the four global initiatives proposed by President Xi Jinping, and is ready to strengthen practical cooperation with China, promote exchanges between legislative bodies, jointly uphold multilateralism, and promote the development of Mozambique-China relations.

On the same day, Zhao Leji met with Vice-President of the European Parliament Younous Omarjee in Beijing.
Zhao Leji stated that President Xi Jinping met with European Union leaders in Beijing last year, charting the course for the development of China-EU relations. China is ready to work with the EU to implement the important consensus and outcomes of the meeting between the two leaders, uphold the positioning of partnership, mutual respect, cooperation and win-win outcomes, adhere to multilateralism, and promote the steady and sustained growth of China-EU relations. Legislative body exchanges are an important part of China-EU relations. The exchange mechanism between China’s NPC and the European Parliament has played an important role in enhancing mutual understanding and promoting practical cooperation. It is hoped that the two sides will expand exchanges and cooperation to help achieve greater development of China-EU relations.
Younous Omarjee stated that the resumption of normal exchanges between the legislative bodies of the EU and China and the positive progress made demonstrate the political will of both sides to promote the development of EU-China relations. The European Parliament adheres to the one-China policy and is ready to strengthen dialogue and exchanges with China’s NPC in the spirit of candor and mutual respect.
